Responsibilities

  • Lead the creation and management of budgets, financial forecasts, and long-term financial strategies, analyzing financial data to identify trends and recommending improvements for financial performance.
  • Directly manages the Finance & Accounting sections within Treasury, ensuring their work aligns with organizational goals and compliance standards.
  • Spearhead the City’s major financing deals such as bond deals, lease purchase deals, and other market engagements.
  • Assist with bond preparations, produce proofs and summaries, analyze reports for accuracy, and submit disclosures.
  • Assist the Deputy Treasurer & Treasurer with the City’s debt deals, including the Annual Compliance Information Statement with Digital Assurance Certification (DAC) and Electronic Municipal Market Access (EMMA).
  • Oversee the preparation and accuracy of financial statements and reports, working closely with the Auditing Department to ensure compliance with proper accounting practices and gathering data for year ‐ end audited financial statements.
  • Oversee and participate in the accurate and timely filing of financial reports and returns to the Internal Revenue Service, Massachusetts Department of Revenue, and the Massachusetts Division of Local Services.
  • Monitor the City’s cash flow to ensure adequate liquidity for day-to-day operations and strategic investments.
  • Provide financial insights and guidance to senior management to support strategic planning, decision-making, and long-term growth initiatives in line with organizational objectives.
  • Develop strategies to mitigate financial risks and maintain the City’s financial stability.
  • Ensure compliance with relevant financial regulations, tax laws, and accounting standards, including overseeing audits and liaising with external auditors.
  • Oversee the implementation and management of financial software and tools and introduce new systems to enhance financial operations.
  • Communicate financial information and performance to stakeholders, including City Council and senior executives, when appropriate.
  • Lead the development of RFPs for the department and manage the process through to awarding of the contract.
  • Collaborate with the Deputy Treasurer & Treasurer in preparing and managing the department’s budget.
  • Daily balancing of the City’s main account, ensuring accurate reconciliation.
  • Assist with the 403(b) and 457 plans. Review and authorize documents while ensuring compliance with federal requirements.
  • Participate in and represent Treasury on a variety of committees, working teams, task forces, and other groups as appropriate.
  • Perform other related duties as assigned.

Minimum Entrance Qualifications

  • Six (6) years of full-time, or equivalent part-time, professional experience, of which four (4) years must have been in a supervisory capacity. Supervisory experience may not be substituted. Experience managing union members is considered a plus.
  • A master’s degree from an accredited college or university with specialization in accounting, finance, business administration, or related field is required and may be substituted for three (3) additional years of the required experience.
  • Experience in work where the major duties included financial analysis, auditing, investment, or accounting.
  • Ability to produce, interpret, collect, organize, and compare financial data from a variety of sources for accuracy and completeness.
  • Ability to exercise good judgment and high attention to detail.
  • Demonstrated ability to communicate effectively orally and in writing with a diverse range of people.
  • Exhibit ability to establish and maintain effective working relationships with subordinates, peers, superiors, and public and private representatives.
  • Display ability to work with limited direct supervision and perform assigned duties in an accurate, timely, and professional manner.
  • Aptitude to organize large volumes of detailed data and information while maintaining accuracy and detecting any errors.
  • Track record of supervising, leading, and guiding staff while communicating the division’s objectives, goals, and performance standards.
  • General knowledge of Massachusetts General Law (MGL) as it applies to municipal finance is highly desirable.
  • Expertise in Microsoft Office, such as Excel, Word, and PowerPoint, as well as additional digital tools, such as Google Suite, Bloomberg, and Adobe.
  • Financial certifications are a plus.
